@UK_Daniel_Card @ciaranmartin The problem is that private data is now not private, that bell cannot be unrung.
There is obviously massive value in having it not so publicly dumped (abortions.csv) - but as soon as private data is in any way not private, the value of a ransom drops dramatically - possibly to zero, as future impact is unknown. The value of the ransom would be there if it could be demanded prior to exfiltration - clearly a technical impossibility.
