The OceanGate guy actually cited the US Navy’s SUBSAFE program as “over the top in their rules and regulations.”

SUBSAFE is the Navy’s safety program to provide submarines with “maximum reasonable assurance of watertight integrity and recovery capability.” It covers every single integrity-critical component, from specification to raw material to fabrication to maintenance and inspection.

It was created after USS Thresher was lost during deep dive trials.
