Letter to UC President Drake, Provost Newman, and Academic Senate Chair Cheung

October 15, 2024 To: UC President Dr. Michael V. Drake, Provost and Executive Vice President of Academic Affairs Dr. Katherine S. Newman, Academic Senate Chair Dr. Steven W. Cheung President Drake, on September 19, 2024, you recommended that seven UC chancellors receive base salary adjustment increases totaling $1,317,440 annually. The recommendation document states, "UC consistently ranks as one of the best institutions in the world, among both public and private universities, and is known for its excellence in teaching, research, patient care, and public service.” We, members of the University of California faculty, are enormously disappointed and demoralized about (1) the considerable disparity between adjustments for your administration as compared to us, (2) the inequity of when cost-of-living adjustments take place for the faculty, and (3) the ever-increasing UC medical plan costs that far exceed inflation and cost-of-living adjustments (COLA). As the Governance Committee rightly pointed out, “UC’s faculty, staff, and administrative leaders are responsible for the high quality of UC’s myriad contributions to the public throughout California, across the nation, and around the world. Compensating personnel fairly at all levels is essential to maintaining the excellence of UC’s workforce and meeting the commitments UC makes to those university services.” As the faculty is sine qua non for UC’s excellence in teaching, research, patient care, and public service, it is inconceivable that administrators and faculty are treated differently for cost-of-living adjustments. The faculty COLA is effective October 1 and should be July 1 to stop this inequity between faculty and administrators. Because of this discrepancy and the resulting three-month loss, faculty COLA is essentially 3.15%, i.e., 1.05% lower than COLA for administrators. Note that medical plan costs, utility bills, grocery expenses, and even campus parking permits are increasing well above 4.2%, let alone 3.15%. UC benefits used to be one of the hallmarks of the university package that helped attract and retain the best and the brightest. Unfortunately, faculty and staff face exorbitant medical plan costs due to a combination of insurance providers increasing premiums and UC decreasing the employers’ percent contributions year after year (83.1% in 2023; 80.9% in 2024). We urge Academic Senate Chair Cheung to proceed with then-Chair Susan Cochran’s recommendation to apply the salary increase (for faculty) effective July 1 to stop this inequity between faculty and administrators. After all, “Compensating personnel fairly at all levels is essential to maintaining the excellence of UC’s workforce.” Unlike administrators, whose salaries may increase significantly to adjust to market forces, as occurred last month, faculty salaries generally increase only slowly through a time-consuming process of merits and promotions. Therefore, an equitable and fair cost-of-living adjustment is a small and attainable contribution to reducing the gap between UC faculty salaries and those of the faculty at “comparable” universities.
