I'm not a tech person, so I don't know how possible is this idea.
But, for example, #internetArchive has many domain public files available through #torrent but many times there are no seeders and the webseed from internetarchive doesn't work. So this idea would help this kind of file to be always available

I have a concept.
Starting by the reasons: one of the biggest problems using torrent is when a file have no seeders anymore.
The concept: to use some intelligent way to estimate which files have too much seeders and which ones have few seeders and then redistributing it.
How to redistribute: the user can have an option to allow random files (based on how many seeders the file has) being automatically downloaded in their pc while they download another files. Then seed it for a while and delete
