Gove's apology goes a step further. Governments have previously accepted a failure of oversight of the system of building regulation, the implication being that inspectors failed and they failed to stop them. They have resisted directly accepting their guidance was flawed:

Police out in Stratford harassing delivery riders again. They are checking batteries on e-bikes, but could do more

You have to stop if you're riding a bike and they tell you to, but you don't have to answer any questions about your nationality or immigration status.

One of the reasons land is so expensive for councils is because of a bizarre old rule called 'hope value'.
