@jannem Unfortunately not, as there isn't a Vulkan extension that allows to represent ML operations yet. Hopefully in the not-so-distant future though!
Right now the only way to use these drivers is through TensorFlow Lite, but there are plans to expose it to PyTorch and other frameworks.
