So no document can be used as proof of citizenship. And most people don't have multiple documents/have documents riddled with errors.

The government had reiterated that an Indian passport is merely a travel document and not proof of citizenship. The reports surfaced on the occasion of the 14th Passport Seva Divas and quoted a Ministry of External Affairs (MEA) official as saying, “A passport is issued after a lot of due diligence, and it is based on documents from several government agencies."
