I think this is similar in Italy as well, but it is done exclusively for apartment buildings where there are common areas. And it should be the same for the us for condos.

What I am wondering is if Europe or other countries has a “typical” HOA as in OP poster, where each person has its own house and gardens, all on a road, but it still have that kind of condo association with rules for common areas (roads) and not +rules for keeping your own garden for example)

But since the sample is big enough that it affects statistical data for a very broad segment of the population, I think he might have a point.
