I think this is similar in Italy as well, but it is done exclusively for apartment buildings where there are common areas. And it should be the same for the us for condos.
What I am wondering is if Europe or other countries has a “typical” HOA as in OP poster, where each person has its own house and gardens, all on a road, but it still have that kind of condo association with rules for common areas (roads) and not +rules for keeping your own garden for example)

I think the point is that they need to “start” neutral, and then get an opinion once they get informed about his doings.
The main problem is that he is an asshole of such an extent that it is hard to find someone who never heard of him (and therefore dislikes him)
