Attention Beige Party-goers!

We've had a lingering bug since I did the last server maintenance to get the character limit back up. The docker image for the streaming service was misconfigured and as a result the streaming service wasn't working at all. The end result of this was that if you were using the web app you weren't getting push notifications and your feeds weren't automatically updating without a page refresh. That should be fixed now.

Thanks to @Aikiwomannc for bringing it to my attention and to @mikey for helping me figure out how to fix it.
