So I’m interested in sociology, social psych, behavioural economics and corporate governance more than philosophical approaches to ethics. Why does chatGPT make up fake academic papers?

By now, we know that the chatbot notoriously invents fake academic references. E.g. its answer to the most cited economics paper is completely made-up (see image).

Well except the law doesn't make access to advice a requirement, certainly not in an effective way. Nor is the primary obligation to the RoL manifest solely in (highly unequal) access to advice.
