I'd even say, not even the ePrivacy Directive is stating something different, as it begins describing identifying cookies explicitly, though IANAL, as far as I look at the correct documents:

«However, such devices, for instance so-called "cookies", can be a legitimate and useful tool, for example, in analysing the effectiveness of website design and advertising, and in verifying the identity of users engaged in on-line transactions.»

It does not say if you use cookies, you need to ask for permissions.

It says: If you want to create identifiers, you ask for permissions first.

My favourite misconception about GDPR: If you use cookies, you need to obtain permissions from users first.
AI supported coding isn't the issue. Humans uncritically using third-party code is. The tool doesn't matter. Copy/Paste from StackOverflow, Copy/Paste from a random medium dot com article, npm install without checking the code you are installing, letting the edit tool of your agent applying code without you checking what it does. It's all the same.
