It is crazy to think how Grover Norquist's decision to score conditional tax expenditures as tax cuts creates these kind of shenanigans.

This policy is actually a statewide property tax repeal, combined with a new conditional property tax on people with fewer than 10 children. If scored that way, it would get no Republican votes because of the Norquist tax pledge.

Pro-natalist policy is great but restricting it to homeowners only and letting the subsidy be dictated by home value is nuts.
