The real secret of double loop learning is that it is recursive, and you may have to go up a few levels to get to the level where you actually need to learn and improve. If you are bad at retros and you are also bad at improving your retros then the thing you need to work on is your organization's competence at organizational learning and continuous improvement. If you are bad at that well that's what bankruptcy court is for and that's how the *economy* learns.
