This was not a podunk ancient iPhone whose screen got so small that Apple's UI broke on it (which I have experience with). This model was new enough to have a USB-C port.
Grandma's iPad broke. Apple store gave my mom a replacement. She was having trouble setting it up, the UI wasn't responding properly.

Cause? iPad turned on in her bag. Turned on VoiceOver but
with audio disabled. Volume buttons did nothing on the setup screen.

So VoiceOver was still slowly narrating out all the buttons and forcing you to
wait on said narration. It's also requiring double tapping on shit. This would all be very obvious if it were actually outputting sound.

Also, once I figured that out and disabled VoiceOver, the entire setup experience was still a mess and I ran into multiple UI bugs. For example when logging into iCloud it needs a confirmation code from your iPhone. If you press "try again" and it re-sends a code,
entering that code will keep the UI stuck on the "try again" screen.
