Yes, but also not quite. It's based on (last I checked) an old version of GrapheneOS that was based on Android 13. By the very fact that they use devices not meeting the project's requirements, there's a lot of features that can't be provided, including security-critical ones.

Due to how things work, something starting out from the base of GrapheneOS doesn't mean much if it doesn't keep up with updates, and if the hardware it supports fundamentally lacks features required to provide what GrapheneOS does. It's also unclear how much actual hardening is preserved.

Edit: based on recent documentation from them, it also seems like they're increasingly less and less based on GrapheneOS. The PDF in question mentions LineageOS, and its system updater is not the GrapheneOS one.
