So it turns out packet BBS is still alive to some degree in Europe. Was able to connect to a BBS in Ukraine, and another one in Italy. I couldn't stay connected for long, but the Italy one had a LOT of messages on it.

I'll likely need ARDOP to connect and have a usable connection, or either cough up for VaraHF or a PACTOR modem ...
