Is it normal for programs to appear on F-droid without any version available for download?

I got really interested in https://f-droid.org/en/packages/net.typeblog.shelter/ which showed up today for me, but even though in that page there's an apk linked, on my F-droid I can't download it.

@patdavid @GIMP Jeez, 2018 will really come as one of the most historic years for libre graphics software. Krita 4.0, Godot 3.0, Blender 2.8 (coming this year), Kdenlive refactored version (coming soon), and now Gimp 2.10, all super major releases ! I've never seen such a synchronized leap ! Are all the planets in the solar system aligned or what's going on ?
