@aral The problem is not in the fact, that the data of 500 million people is in the hands of bad people. Breaches happened in the past and will happen in the future.

The problem is that you can steal an identity just by knowing some information that aren't really secret.

EU should provide its citizens a secure identity, something like a Google account, that can be used to log in and confirm their identity on the web. This way, identity theft would stop being a problem.
