@media_dept following a hashtag is _apparently_ only possible from the web version (i couldn't find it int he app at all). the web version is in general more featureful than the apps and it works just like an app if you're on phone (you get notifications and everything). To follow a hashtag you can do so by tapping the hashtag and then selecting the "+👤" looking button in the top right.
