I definitely think that a flaw in Mastodon's early evolution was the concept of "instances" as forum-like social spaces, not just because of the forum-like drama that inevitably fell out of that but also because it pushed the technology towards instance-level (and thus admin-owned) controls rather than user-level controls. afaict I still can't block an instance for me personally, although maybe I'm missing that in settings
