I contacted Transport Victoria about the Flemington Rd bike lane being too narrow and that it encourages overtaking motorists to not give the legally required 1m passing distance since it's a busy road and drivers are reluctant to change lanes if that means stopping to merge.
After 3 months I got this very disappointing and frankly insulting response.

Thank you for raising your concern with Transport Victoria, regarding a Bicycle Lane on Flemington Road. I apologise for the delay in responding to your enquiry.
While all Victorians are encouraged to participate in active transport, especially for local trips, I also acknowledge that not all roads can accommodate the highest level of service for all modes. Planning, operating, and maintaining Victoria's extensive road network is a complex task that necessitates balance to ensure the safe and efficient movement of people and goods.
During instances where a bicycle rider is present in the bike lane on Flemington Road between the Citylink off-ramp and Racecourse Road, vehicles would need to maintain a safe distance and one metre gap between the vehicle and the bicycle (given the speed limit is 60 km/h). All road users are encouraged to drive to the conditions present, including weather and various users in the vicinity.
I can confirm that this section of Flemington Road between the Citylink off-ramp and Racecourse Road, forms part of the Strategic Cycling Corridor (SCC) network.
There are currently no immediate plans to upgrade this section of road, however Transport Victoria will continue to monitor the network and prioritise active transport network improvements based on strategic and safety needs of the state."
