Fun fact - I thought one of my kids must have spilled something into the remote of my new Apple TV 4K when I couldn’t get it to charge/respond to anything. So I ordered a new one and threw the “old” one out.

New one came. Paired it to the Apple TV. 2 days later exact same thing happened.

So part of this is my fault for not being more thorough, but being a 10 year vet of TV being Apple TV in my house this had never happened before. And it cost me $60.
