The Trump Administration changed how $12B in in already-appropriated disaster aid will be given out. The goal is to speed up recovery, but the changes remove rules against discrimination and requiring energy efficiency and stronger storm-resistant construction.
Changes made to comply with executive orders could interfere with the mission of a program that has historically helped some of the people who most need a hand.
