The genius security advisor removed 1 percent of all possibilities for an 8 character password. It looks like a small number but it increases for larger passwords. For instance, for the 15 character password they removed almost 10 percent of possibilities! Less possibilities means less uncertainty, which means less entropy for the password, so less security by adding "cannot contain more than 2 repeating characters." rule.
