It’s the same reason that homeless people are typically found in inner city areas, and not poorer suburbs. There are little to no amenities in poorer suburbs, amenities exist in more established and inner city suburbs.
He was in jail. But unfortunately the jail officers treated him cruelly and unfairly, by delaying urgent medical treatment. Those officers were held in contempt and the defendant was put under house arrest.
It’s possible this proud boys member is terrified of going back to jail. Which wouldn’t be surprising given that authorities did an awful job of caring for him whilst in custody.

A federal judge has held the director of the District of Columbia’s Department of Corrections and the warden of the city’s jail in contempt of court. U.S. District Judge Royce Lamberth said Wednesday he was also asking the Justice Department to investigate whether the inmates' civil rights are being abused. The jail officials were found in contempt after being summoned as part of the criminal case into Christopher Worrell, who has been charged in the Jan. 6 attack at the U.S. Capitol. He was recommended for surgery months ago for a broken wrist but the judge said jail officials didn't swiftly comply with demands to turn over medical records.

They need to make it easier to recycle. No more commingled packaging, pick one material and use it for the whole package rather than requiring the consumer to separate the lid and label from the container.
