Why do you need to restart for a .NET Framework upgrade...

@marcan I am one of these people, I initially wanted to make sure that I can evaluate more options than what a user would get on a standard install (to see if there is additional partitioning options for example). It’s the way I have been taught historically. Several months later, forgetting that I have done it at all, I ended up in GH issues asking what I have done wrong. I agree with hiding it with an environment variable, I don’t think not documenting is going to change things for the end user, they won’t look at it anyway as the installation is simple enough. The only person who will look at it will be the user who actually needs for it, which is probably not even 1 percent of the user base? Lastly, apologies for causing a headache, with good intentions I am trying to test and report issues that I can find.
