Many people expressed their anger over Elon Musk buying #Twitter instead of helping to end world hunger. Many have responded that Elon had asked the World Food Programme to provide a plan, but that they didn’t get back to him.

That is not true. The WFP published the plan on their website. Sadly, it did not get similar news and entertainment coverage as the initial Twitter exchange between him and WFP.
