@mattblaze They need to define what they mean by a "voting machine". Our county uses hand-marked ballots which are read by an optical scanner. The scanner will reject ballots with stray marks (not in one of the valid selections) and warn voters of under or over voting. Over votes need to surrender the ballot and get a new one after the surrendered ballot is marked as void.
