If You permit an acceptable metaphor: One looks at which road to begin upon before stepping down it.
So, it stands: Solve what? supersedes engaging in philosophy like why? or practical problem solving like why this not that?
"Why solve any given problem?" is at least a defined question to tackle. "Why solve this problem?" is part of the process of deciding whether or not to solve what You're discussing.
