just realized that Prop 13 in CA resulted in the loss of funding for schools and colleges, and resulted in massive, skyrocketing income tax because... they can't get money from property tax anymore
this is also extremely favorable of local landowners vs workers (bourgeoisie), and contradicts CA as being "liberal"
it's like an inverse FL/TX, where property taxes are insanely high because there's no income tax
the money has to come from somewhere!
can't help but think that it's not a coincidence that the places with the plantation economy in the 18th and 19th centuries also have the highest percentage of homes owned by medium–large landlords
