Can't figure out how to block instances

I didn’t own one and only rented so I never had to deal with maintenance or fuel. It was great for what I needed in the city and you could park it just about anywhere.
I was so disappointed when Smart Car pulled out of North America. Those cars were so great for city living, nothing as compact available in the US now.
It took me 3 months of waiting for my federal job, that was 22 years ago.

Not sure which 3 dots you are referring to in those pictures but none of them have a block instance option. I can block communities no problem.
