I have been using Affinity Publisher for my page layouts. It does floating text boxes, layers, images, etc. I recently used it to design a card game so it has some light merge capabilities. You can get it pretty cheaply. If you are also doing image manipulation their photo replaces Photoshop and designer replaces illustrator and inkscape. I haven't used the Affinity 2 versions but I plan on upgrading after a few more products.
I ran into my first issue with most rolls succeed with a perk or complication, defenses. When the players roll their defenses I want 4 states, avoid with perk, avoid, take damage, or take double damage.
But every other roll in the system is succeed with a perk, succeed, succeed with a complication, and fail with a complication. How can I phrase "you succeeded in avoiding being hit, but you still took some damage, not as much as you could have taken, but still some."

A corrupt democracy has the possibility of reform. A benevolent king (arguably has never been one) is a heartbeat away from a tyrant.
@jskellogg Sure, shoot me a link.
@kensanata Sounds fine. Honestly as long as you are in the same tier as everyone else you should be fine. And the basic races/classes/backgrounds are all from the PHB. The basic rules don't include feats, but less than 1/5th of my characters, or characters in games I run, have feats. Even racial ability adjustments are not a big optimizer if you are using the standard array. And anyone who turns their nose up at the "build efficiency" of a Life Cleric or Evoker is an idiot.

@Yoric It is for 5e D&D, but the concepts work for most any fantasy system with spell casters. Definitely all the D&Ds, even OSR with some tweaking of the power level since I rely on 5e tiers.

I have put up an excerpted sample that gives some examples of enhanced arcane focuses, as well as the 1/3rd of the book that walks through teasing out the themes of a character and how an item can tie into those themes and encourage/reward behavior of your players.

It is finally here. My first Supplement went live this morning!

Enhanced Focuses is a new type of magic item that enhances your spell casting and class abilities. As well as advice on making any magic item more than just a bonus on the character sheet, but a part of a character's story. #dnd #dmsguild https://www.dmsguild.com/product/258295/Enhanced-Focuses

You might want to check out Oh No Ross and Carrie. They infiltrate various organizations and report on what goes on inside them. They gave a well developed process and ethic for it. Also, they are very funny. http://ohnopodcast.com/
