Russia is fond of celebrating it's technological independence (which is mostly fake, but still).
Here is (to my knowledge) the only Russian public code host: GitVerse. It has a wolf in the icon, which might mislead you into thinking it's good, but a quick look on the homepage will quickly destroy this thought.
You don't even need to read Russian to know what's wrong with this

Having used both the fediverse and some forums, I'll say that forums are better.
The stream of post on the fediverse is insane (and yes, I am using the subscription feed)
The feed also always ends up turning into the States' politics (which makes sense for English-fedi, I just don't care)
Posting on fedi feels like screaming into the void (because it is). The audience is everyone, so in reality it's noone
On the other paw, on a moderately sized forum (2000-ish members). The stream is actually managable, it isn't filled with the States' politics (usually, at least) and you are actually heard.
(That's not not say I'll be leaving fedi)
