Do all people challenged to graduate from high school need to be expressly told not to break into properties and commit other crimes or malicious behaviors, because the ones who make themselves into spectacles do so dramatically. Donald Trump is a great example, having had to be sent to a military reform school- and getting into further trouble there.

Can’t imagine why the Draft Board so readily ignored him. I have lots of examples, unfortunately and people who skipped their senior years to join the military aren’t exactly exceptions.
