Headline of this editorial: House GOP keeps fumbling immigration. Or maybe they are just incompetent?

It’s *neither*. Several Republicans have already said the quiet part out loud: Immigration is more useful to them as a problem they can use to rile up their racist base. They don’t *want* to solve it, they just want to complain about it in the media. Even when there’s a bipartisan deal that gives them *everything* they want, one of them finds a way to torpedo it.
