Do you know the current status of NE Ohio hospitals? Are they at or near capacity? What about ER's, are there hours long waits like I read about in other cities?

According to (I think) the Ohio dot gov dashboard from 11/23 to 12/1 there were 110,824 covid tests. 16,091 positive. That's a 14.5% positivity rate. That's kinda high,no?
10.33% in Cuyahoga County. Also saw hospitals in NE Ohio over 80% occupied. Am I reading this right?
