California’s PUC made the difficult decision to cut rooftop solar net metering rates to $0.08/kWh. Lawrence Berkeley found energy efficiency programs save far more energy than rooftop solar programs. The Public Utilities Commission approved Net Energy Metering 3.0, slashing payments for sending rooftop solar production to the grid. New rooftop solar projects are now considered uneconomical without an attached battery.
