Unfortunately, California is a huge State and not all getting heavy rain. E.g., Lake Shasta reservoir, CA's largest, remains well below historical average levels.
Why? While much of the Bay Area is ahead of normal, Shasta City rainfall is only 65% of season-to-date normal and just 29% of total season totals. We need rainfall in far North CA.
Of course, much of CAs water comes from melting snowpack. I haven't seen latest data, but my impression is that snowpack is on track for a good year.
