Lumen gets a steady stream of email alleging this sort of behavior, and have written about it.

To be clear, Lumen is reliant on OSPs like Twitter to provide us the data, but the concept and infrastructure described is Lumen in its current form
Twitter does currently share with Lumen copies of the DMCA and court order removal requests that Twitter receives.
