All my posts are marked "sensitive", and if you read the mastodon.social rules, it says that content "must be marked as sensitive OR with a content warning" (emphasis mine).
You are right, however, that pixelfed does seem to suggest that CW are required, but then what is the purpose of federation if each platform has different requirements?
Just look at the NSFW content from mastodon.social in piexelfed.social; does not seem like these rules are followed.
