Why is the Royalty DLC so expensive - sh.itjust.works

I mean, you can get the Royalty DLC for free, but the base game only has a little bit of content. That being said, I also enjoy the base game, but it’s not that good. I really just want to enjoy the game without having to pay an arm and a leg to play it. !!!
