@TehBorg Definitely the holodeck. It's a energy resource hog and it's a completely unnecessary system that could be locked out and unavailable for an extended amount of time.

@robert741bruce So, here's a question: If the planetary population of Romulus is 4 Billion people (probably closer to 10 B), just how many ships did Starfleet have devoted to the evacuation? Assuming each ship held 1000 people (not including crew), it would take tens or hundreds of thousands of such ships.
