Partially because they can’t justify it as easily without multiple lanes. I’ve seen plows on 17 do this, they run single file and the back plow comes out for the passing when lane when its there. Sometimes they also have that cool trailer that acts as a plow for the 2nd lane.

His (the premier’s) 2nd election wasn’t necessarily fraudulent, but there didn’t seem to be justification for an “emergency election” and it was pretty convenient to have it shortly after sending cheques to taxpayers as a one time tax funded return.
