Well, we have to wait and see what evidence is presented to support charges such as forgery and impersonating a public officer. It is possible that the man thought that what he was doing was relatively routine "in case" the results were overturned. But it also may be that he fully intended to overturn the actual results.

But that is why we try these things in court where lies are not tolerated, as opposed to public statements where lies are to be expected.
