I got in an argument on Facebook yesterday with a "professional" who posted a "reminder" in a local gossip group saying all photographers needed a license to shoot photos at a federal park nearby.

The actual policy says that by default, you don't - unless it would have a big impact on the park, or would involve a model or set. As specific examples, it says that portraits of wedding parties or graduates do NOT require a license.

A good take, actually.
