Europe benefited from this arrangement—but so did Washington, by pushing threats farther away from its own borders.

when it comes to digital music, there are two different uses of the term “compression” and, by extension, “badly compressed”:
data compression, which means algorithms like MP3 or OPUS that make the digital audio take up a reasonable number of bytes by sacrificing (hopefully) inaudible details of the sound wave. badly compressed music may sound tinny. treble may be missing or sound rattly.
dynamics compression, which means reducing the difference between loud and quiet. generally, you want dynamics compressed for listening in loud environments where it would be hard to hear the quiet parts otherwise, like in a car or a shop, but it is better to keep the dynamics uncompressed for a better listening experience in a quiet room, a concert hall, a cinema, etc.. badly compressed music in this sense will sound oversaturated with energy, as though all the parts are competing to be the loudest, and sometimes the parts will noticeably and unnaturally shrink in volume when another loud part comes up.
