I believe he's building a coalition against Iran. These are countries moderate & quietly aligned with the US & Israel's adversarial relationship with Iran. Currently, US warships & aircraft are Saudi Arabia's proxy in the Houthi/Yemen harassment of commerce in the Persian Gulf.
Trump is choosing the least risky war scenario to keep the US defense industry from choosing the type of war the US will fight. via Middle Easterners to be the boots on the ground in Iran instead of US troops.
