@qbi In Jena Winzerla war die Sirene laut und deutlich zu hören. Die Lautsprecherdurchsage war auch gut zu verstehen. Hätte erwartet, dass noch was über das Mobilnetz kommt, war aber nix.

@KC3OWU I own a FT857D and can absolutely recommend it. I chose it because in my opinion it was the "most radio" in the smallest package for the money in the 100W class (back in 2016). Portability and power consumption were important arguments for me since I have to go portable all the time. It draws <1A at 12V in RX. There's no integrated tuner, though. Also it may be above your $700 limit (at least it was in Germany). I use it a lot for digital modes.
