If you kickback enough funds to them FIFA will let you construct stadiums out of human bones (and probably has in Qatar) and use public executions as half time entertainment while giving you a peace prize and issuing a statement about how committed they are to global unity (and profit), integrity (and profit), and the triumph of the human spirit through sport (and profit). Of course the ticket prices are outrageous.
What's to explain? The most corrupt sporting group in human history is collaborating with an authoritarian regime run entirely by corrupt grifters to squeeze as much cash out of people as they can. It's staggeringly simple.

Worth noting the Saab GlobalEye is actually a Saab sensor suite installed on a Bombardier jet that's assembled in Canada
