I'm Russian (unfortunately) and what I can say is that's not "loophole". There was never an possibility to link mir card to GPay, so technically speaking, they didn't do anything, at least Google.
Also, there are another ways, such as the NFC app of nspk itself and... some other options. Its not that convenient, that's right, but anyways.
And finally, there's always a solution to just put plastic card inside the phone case
